OHSAH is a non-profit society governed by a Board of Directors, which consists of four members chosen by the Health Employers Association of BC (HEABC), and one each from the Hospital Employees' Union (HEU), Health Sciences Association of BC (HSA), BC Nurses' Union (BCNU), and BC Government and Service Employees' Union (BCGEU). These eight appointed members appoint a ninth member as the non-voting Chair. While relatively complex, bipartite governance has been effective in achieving union and frontline worker buy-in for programs designed and delivered by OHSAH, which is crucial for improving workplace health and safety.
John Steeves (Board Chair)
John Steeves received his B.A. at the University of British Columbia (UBC) in 1974, his M.A. at Simon Fraser University in 1979 and his LL.B. at the UBC in 1985. He is a member of the BC and Yukon bars. John has been an arbitrator and mediator since 2003 and has been involved in a variety of disputes in the private and public sector. He is a Chartered Arbitrator (C.Arb.), he is a named arbitrator in various collective agreements in the federal and provincial sectors, and he is the author of chapters in a major rewrite of Palmer's Collective Agreement Arbitration in Canada (LexisNexis). In addition to his part-time position at OHSAH, John is also a part-time member of a number of other tribunals including the Public Service Labour Relations Board (Canada) and he is a member of the discipline committee of the Canadian Society of Immigration Consultants. In the past he was Chief Appeal Commissioner at the Workers’ Compensation Board of BC, Vice-President and Director of the Canadian Council of Administrative Tribunals, Chair and Program Coordinator of the Circle of Chairs in BC, and a member of the Advisory Committee for the Administrative Justice Project, Ministry of the Attorney General of BC.
From 1991-1993 he was Chief Negotiator for the Government of Yukon for the transfer of health services to the Government of Yukon and First Nations’ organizations, and during the years 1986 to 2000 practiced labour law, disability law, and law related to broader health issues. He has written and presented papers in the areas of labour relations, occupational health and safety, workers’ compensation, and administrative law. As counsel John was active at all levels of the courts and tribunals including the Supreme Court of Canada.
Mike Clarke
Mike Clarke is a provincial vice president of the BC Government and Service Employees’ Union. He started with BCGEU in 1985 as an activist, shop steward, bargaining committee chairperson, and occupational health and safety chairperson. Mr. Clarke worked for many years on developing and establishing a sectoral collective bargaining process and agreement for Community Living, and various Community Social Service agencies in BC. Mr. Clarke has been the Chair of the Provincial Executive Occupational Health and Safety Committee for the BCGEU since 1999. In recent years, he has worked on appointing worksite OHS Committees for all BCGEU worksites around the province, and ensuring that appropriate training follows. He is also an active member of the BC Federation of Labour’s Occupational Health and Safety Committee and OHS Education Advisory Committee. Mr. Clarke is also currently employed at the Williams Lake Association for Community Living, and has worked with people with medical and physical challenges since 1984.
Margaret Dhillon
Margaret Dhillon is a member of the BCNU Provincial Executive, holding the position of Executive Councilor, Health and Safety. She is a Registered Nurse from Vancouver General Hospital and has served in many elected positions with the BCNU. Margaret’s predominant focus as a steward and Council member has always been the health and safety of Registered Nurses. She previously served a two year term on the OHSAH Board, ending in 2002.
Anne Harvey
Anne Harvey came to Vancouver Costal Health, as Vice President of Employee Engagement, from her role as Chief Operating Officer of the B.C. Nurses Union. She has served as President of the BC Chapter of the International Association of Business Communicators, Canadian Director of the Office and Professional Employees International Union, President of the Office and Technical Employees Union Local 378, and Vice President of the B.C. Federation of Labour. Ms. Harvey broke ground in applying organizational development principles to the union movement, and continues to develop new frontiers in her approach to cultural change at Vancouver Coastal Health.
Reid Johnson
Reid Johnson has been President of the Health Sciences Association of BC since April 2007.The union represents more than 17,000 health science professionals in the public health care and community social services sectors in British Columbia.
Johnson earned his Masters of Social Work at UBC and holds a post-masters certificate in family therapy. He has worked in psychiatry, spinal cord and vocational rehabilitation, and in family therapy. Johnson currently serves on the Canadian Breast Cancer Foundation’s 2020 Task Force, chairing the task force committee on human resources. He also serves on the board of the Technology Education and Careers Council.
He originally joined HSA in 1988 and has been a full-time member of the union since 1992. He joined the Board of Directors in 1997, and previously served as the union’s secretary-treasurer, overseeing HSA finances and developing multi-million-dollar annual budgets.He is a vice-president of the BC Federation of Labour, and a member of the executive board of the National Union of Public and General Employees.
Jane Lindstrom
Jane Lindstrom is the Vice President of Human Resources for the Northern Health Authority. She has rejoined the OHSAH Board this fall, having been a member of the Board since its creation until 2004, when she relocated to Regina, SK for a three year period. Jane’s career in health care human resources spans 27 years, and workplace health and safety have been key areas of responsibility in her various positions. Jane’s education includes the completion of a Masters of Arts in Learning and Training at Royal Roads in 2002. She holds a professional designation of C.H.R.P. She has participated on a number of Boards, most recently serving as a member of the Board of S.I.A.S.T., the provincial post-secondary education and training institute in Saskatchewan.
Donna Lommer
Donna Lommer joined Interior Health almost 20 years ago. She has demonstrated progressive growth in her financial experience and capital projects. In 2005, she moved from Financial Services to the Program Administrator for Residential and Palliative care for the Okanagan Health Service Area. Here she oversaw the development of new residential beds; the standardization of services and changes in the seniors and palliative care area for the Interior Health. In the spring of 2009, she was invited to take the role of Corporate Director of Strategic Alignment and lead the organization through a challenging budget management process. Ms. Lommer has a Certified General Accountant designation.
Gentil Mateus
Gentil Mateus is the Vice President of corporate services and systems innovation at the Health Employers Association of BC.Prior to this he held the position of Corporate Director for employee and labour relations at Interior Health Authority. He will hold the position of treasurer on the OHSAH board.
Bonnie Pearson
Bonnie Pearson is Coordinator of Servicing and Special Projects for the 43,000 member Hospital Employees’ Union. She has been extensively involved in collective bargaining in both the private and public sector representing health, community, and post-secondary education workers in British Columbia. She has been involved in all aspects of collective agreement administration in her over 25 years working as a union staff representative. This work has included extensive work in the development of health and safety initiatives in the workplace.
Valerie St. John (Ministry of Health Services Representative)
Valerie St. John holds the position of Assistant Deputy Minister, Health Human Resources for the Ministry of Health. Prior to joining the Ministry in 2005, Valerie was Managing Partner with EnVision Consulting, LLC, a US-based management consulting firm based in Virginia. Preceding her work with EnVision she served as Director, Strategic Initiatives and Business Operations for Ericsson Inc. & Flextronics International, based in Lynchburg, Virginia and Dallas, Texas. She spent two years with these technology companies working throughout the US, in Brazil, Sweden and Mexico, where she managed transitions and negotiated client service delivery and outsourcing contracts. Before moving to Virginia, Valerie spent 16 years in human resources management in BC, including the role of Vice President, Human Resources, with Glenayre Electronics. In addition to her human resources and line management experience, Valerie spent six years as part-time business faculty at BCIT (Burnaby) and Okanagan University College (Kelowna).
